Directions to combat COVID-19 in sports, arts and culture have been amended.
The sports, arts and culture department published the amended Directions in Government Gazette 43667 in terms of Disaster Management Act Regulations.
New definitions on “concert”, “entertainment event”, “places or premises”, “recreation” and “sporting activities” are inserted in the Directions.
Definitions on “contact sport” and “non-contact sport ” are deleted.
A new subparagraph (d) is inserted into paragraph 2 of the Directions.
It clarifies how sport, arts and cultural events are to resume subject to compliance with measures to prevent and combat the spread of COVID-19.
Measures include not allowing spectators at the venue or precinct of a sports venue during a match; not allowing international sporting events; allowing concerts and entertainment events, subject to a limitation of 50 persons and places or premises that can open.
Paragraph 6 on resumption of sport, arts and cultural activities stipulates that all international sporting events including invitations, tours, training or leagues to participate or play individually or in team sports are prohibited.
New paragraphs on resumption of sporting activities, screening and testing of players and support staff, disinfection and cleaning of sporting venue, control measures, monitoring and compliance, appointment of compliance officer, resumption of sporting activities procedure, appeals, opening of the following places or premises to the public and concerts and entertainment events are inserted.
A new Annexure C on resumption of sporting activities including professional and non-professional matches is also inserted.
A COVID-19-ready Plan for the resumption of sporting activities including both professional and non-professional matches must be drawn up within 14 days after the date of publication of the Directions.
All professional athletes and support staff have to be tested prior to the resumption of both professional and non-professional matches.
The Directions came into effect on the date of publication.
