12 May 2020

The Minister of Co-operative Governance and Traditional Affairs have provided directions in terms of section 27(2)(f) of the Disaster Management Act, 2002 (Act No. 57 of 2002) which relates to the movement of persons and goods during the national lockdown Alert level 4 (the “once-off movement”).

These directions provide and regulate the movement of persons between provinces where a new lease was entered into or the transfer of immovable property was registered at the Deeds Office prior to the commencement of the national lockdown at the end of March 2020. This directive is effective from 07 May 2020 until 07 June 2020.

Any person who wishes to exercise the once-off movement opportunity to relocate residence must obtain a permit from the station commander at their nearest police station. A copy of the old lease agreement reflecting the termination date and the new lease agreement or transfer documents as proof of change of ownership will be required to obtain a permit.

The once-off movement further includes the transportation of goods and services, which are limited to household furniture and effects.
